Transport Strategy

Are you seeking an opportunity where you will play a valuable role in developing and promoting the statutory powers and funding for some of the most significant public transport developments in the North West?

This is a busy and exciting time for Transport for Greater Manchester.  Under the devolution agreements and with the Mayor placing Greater Manchester at the heart of the Northern Powerhouse, transport will play a vital role in supporting post-Covid recovery, sustainable economic growth and access to opportunities in the UK’s largest regional economy outside of London.

TfGM and the Greater Manchester Combined Authority are developing strategies and making plans for the next generation of expansion of the urban transit network.  High speed rail connections are being planned to provide greater inter-regional connectivity, and the emerging technology of tram-train is being developed to complement GM’s established Metrolink and guided bus rapid transit services.  We are now identifying and developing the schemes which will comprise the programme for the next 25 years as TfGM responds to the decarbonisation and levelling up agendas in line with the Greater Manchester Transport Strategy 2040.

As an Assistant Strategic Development Manager in our Transport Strategy function, you will play an active role in the development of a portfolio of enhancements and extensions.  These developments will vary widely in scale from settling the case for individual Metrolink stop improvements, or vehicle fleet replacement proposals, through to integrating High Speed into Greater Manchester – or completely new transport interchanges and Metrolink / tram-train extensions. 

A background in scheme identification and development (particularly at the front end of the project life cycle) and experience of the promotion of statutory powers (for example Transport and Works Act Orders, Highways Act Orders, Development Consent Orders, or Hybrid Bill) is desirable but not essential.

You will have a track record of building productive working relations with a variety of technical, non-technical and public stakeholders.  It is also important that you have a creative flair in your approach to developing solutions, and an ability to communicate these solutions.  You will be educated to degree level and working towards a relevant professional qualification – or alternatively be able to demonstrate significant, highly relevant, equivalent experience.

This is a 12 Month Fixed Term Contract with a salary of £34,899 - £39,279 per annum depending on experience. Valuing and rewarding our workforce is important to us which is why we offer a range of fantastic benefits, such as:
